Costanzo Jr., Director
Mr.
Costanzo has managed economic and private sector projects, including
privatization; external assistance management; country economic and reform
planning, management and evaluation; medium term budgeting; and trade/investment
projects. He has developed management, finance and privatization methods in the
United States and overseas. He is a former International Economist, U.S.
Commerce Department and has served on several government and private boards and
committees.
Greg Danz,
Associate
Mr. Danz is an
attorney with extensive international experience in legal reforms including
foreign investment law, land reform, commercial law, and judicial procedures. He
has negotiated major international agreements between governments and with
private business, and has been involved in many legal reform projects.. He has
previously served as an Attorney General for an independent nation; as a Judge
for an international tribunal; and as an attorney for the U.S. Small Business
Administration.
Howard Edwards, Senior Associate
Mr. Edwards is a public sector reform specialist having worked with country governments in Asia, the Pacific Islands, East/Central Europe and the CIS. He has lead national public sector reform efforts as well as assisted in decentralization and civil service administration projects. Most recently, he is serving as a Team Leader for regional public administration reform efforts in Iraq.
Dr. Tijan Jallow,
Associate
Dr.
Jallow is a specialist in development policy and planning, post-conflict
recovery and transition issues, public service capacity building, natural
resources management and environmental planning, and food security and rural
development. Dr. Jallow has worked throughout Africa. He formerly served as
Deputy Director of UNDP’s Dry Lands Development Centre and Director General of
the Institute de Sahel.
Mr. Koskella, a Rhodes Scholar, is a specialist in the trade and investment field for public and private sector business transformation and promotion. With over 20 years of international project experience in 20 countries, and five years of recent IT strategy experience with Sun Microsystems, Inc., he provides advice on and supports privatization, small and medium enterprise development, and trade and investment strategies.
Chris Lightfoot,
Associate
Mr.
Lightfoot has over 35 years experience working in developing countries
throughout the Pacific, Asia and East Europe. He has provided policy advice on
institutional development, sector reform, macro-economic reforms, development
assistance coordination and reform, and rural development to governments and
international development agencies. Earlier in his career Mr. Lightfoot worked
in development and investment banking. He has also lectured in project analysis,
natural resource management and economic development at the University of
Melbourne and elsewhere.
John Prokaska,
Senior Associate
Mr.
Prokaska has served as a public finance and audit advisor worldwide. He has
worked with country governments to improve budget and internal finance systems
and has worked with publicly-owned entities to adopt modern finance and
accounting methods. Mr. Prokaska is a former Assistant Auditor General of Canada
and has held various positions in the Auditor General’s office in Canada and
abroad. He also prepared audit manuals for that office.
Don Seufert,
Associate
Mr.
Seufert is a civil service reform specialist. He has worked with country
governments in Asia, Europe and the Middle East to reform all aspects of their
civil service systems. He has also conducted assessments of international
organization personnel and wage systems, including for various UN organizations.
He has extensive civil service experience within the United States having worked
with developing performance-oriented public service systems at the local, state
and federal levels. Most recently, he is serving on regional government
development in Iraq.
Dr. Joyce Winterton, Associate
Dr. Winterton is a leading U.S. vocational education/training specialist having worked with U.S. federal and state agencies, private companies and associations, and a range of educational institutions. She has developed and evaluated several management and technical industry/business training programs. She is the former Executive Director of the National Council on Vocational Education and currently serves as the Education Advisor to USA Today.
Philip
Woodcock, Associate
Philip is a member of the UK Royal Institution of Chartered Surveyors, an
internationally recognised organisation. Philip has over 20 years of
professional experience in all aspects of land administration and management in
Eastern Europe/CIS, Middle East, South East Asia and Africa, the Caribbean and
the Pacific region and is recognised as a leading specialist in his profession.
He has worked with the major multi-lateral donor agencies (the World Bank, ADB,
EU, IADB) as well as bi-lateral agencies such as DFiD, and National Governments.
His breadth of experience also encompasses all stages of land management and
administration project cycle management.
Chris M. Yanckello,
Senior Associate
Mr.
Yanckello focuses on socio-economic/finance performance monitoring and impact
evaluation system development, civil service reform, government and industry
management improvement, and workforce education. He has worked in
industry/education/government consortiums to improve U.S. workforce standards
and has worked on civil service reform projects and evaluation projects in
several countries. Mr. Yanckello is a former Deputy to the Assistant Secretary
for Vocational and Adult Education, U.S. Education Department.
